James A. Kane
Jim
Kane has over 30 years experience in Strategic Counterintelligence (CI), Human Intelligence (HUMINT),
Military Special Operations, Counterterrorism,
and Combat Arms. Jim retired from the United
States Army as a Chief Warrant Officer 5 – the
highest technical grade in the U.S. Military. He
served in a variety of leadership assignments,
to include Special Agent in Charge (SAC)
positions in Europe and in the U.S. Jim
earned a Masters Degree in Business
Administration from Boston University, and is a
graduate of numerous Military Intelligence
professional courses, the FBI National Academy,
and is a CVSA® Certified Examiner.

Alan G. Hall
Al
retired from the United States Army and Defense
Intelligence Agency (DIA) as an Intelligence Officer
with over 25 years experience. Primarily serving
overseas in Europe, Asia, Near East and Africa, Al
brings a wealth of experience to the NITV in the
disciplines of Human Intelligence (HUMINT), Strategic
Debriefing/Interviewing, as well as Human Resource
Management, Training Development and Program
Management. Additionally, Al worked extensively with German
Federal and State Law Enforcement Agencies for over five
years focused on Counter Terrorism and
Counterintelligence operations – and earned a trusted
status with his German police counterparts. Al earned a
Bachelor of Science Degree in Management from the
University of Maryland, is an honorary member of the
German Special Forces Police Commandos, Rhineland
Palatinate, and he is also a Certified CVSA Examiner. |

Commander Michael McQuillan
(Ret.)
Mike has over 31 years of LE Experience with the Prince George's County
Police Department (MD) where he retired as Commander of
their homicide division after earning a reputation as
one of the preeminent homicide investigators in the
United States. Mike's vast experience conducting CVSA
examinations, coupled with his teaching abilities in
other law enforcement disciplines (homicide
investigations, interviewing and interrogation, etc.),
has made him a tremendous asset to the NITV. Mike has
the distinction of being the instructor for many of the
Certified Examiners Courses that the NITV has conducted
for the US military’s Special Operations personnel on
the CVSA that have been deployed to Iraq. Mike also has
the distinction of being the Senior Instructor for the
Certified Examiners Courses that the NITV has conducted
for the FBI. Mike has
been a practicing voice stress examiner utilizing the CVSA since he graduated from the NITV's Certified
Examiner's Course in 1994.

Chief
William Frederick Endler (Ret.)
Chief Endler retired from the Elkhart P.D. (IN)
following 23 years of service and has held the position
of Chief of Police with two law enforcement agencies
prior to joining the staff of the NITV. His 30 years of
law enforcement and established reputation as both a
CVSA examiner and polygraph examiner make him a valuable
asset to the NITV. Chief Endler also has the
distinction of serving as a Subject Matter Expert on the
CVSA in Iraq for the NITV and the U.S. government where
he conducted CVSA examinations on many High Value
Detainees, receiving numerous letters of commendation
for his outstanding work. Bill has also conducted
Certified Examiners Courses on the CVSA for the FBI.

Chief
Howard Shook (Ret.)
Howard spent
over 30 years in the law enforcement community,
serving primarily with the Prince Georges County, MD,
Police Department. He has extensive experience in a
number of investigative disciplines, and specialized in
homicide investigations for many years of his career.
Howard has conducted hundreds of CVSA examinations
including homicide, internal affairs, and background
investigations, among others. Howard has also taught
several specialized investigative courses within the law
enforcement community during his career. Howard was
certified by the NITV as a CVSA examiner in 2002. |

Investigator Gregrey A. Martin
Greg has 20
years of law enforcement experience, with 16 years
experience as a Lead Criminal Investigator. He has
worked in every aspect of law enforcement from patrol to
narcotics and major crimes. He is currently
an Investigator for the Missouri Attorney General’s
Office, Special Prosecutions Unit, and is responsible
for investigating a variety of high-level felony cases,
including capital crimes. Greg has been a Certified
CVSA Examiner since 2002 and has conducted over 1,000
CVSA examinations. Greg has also been recognized by the
NACVSA as one of two “Expert” CVSA examiners in the
world. His case solve rate with the CVSA is over 97%.

Sgt. Don Wiebe
(Ret.)
Prior to
joining the staff of the NITV, Don served 30 years with
the Saanich Police Dept., in British Columbia, Canada, with the last 10
years in the Major Crimes Unit. He is an accredited
Team Commander for the Province of British Columbia.
Don also served as the only Canadian Certified
Instructor for the Kinesic Interviewing Technique and
has taught that technique throughout the law enforcement
community in Canada and the U.S. Don has acted as an
expert in the area of determining deception for the
Providence of British Columbia Legal Services. Don is
currently a practicing CVSA examiner and has conducted
more than 1,000 examinations in all areas of
investigation. Don was certified by the NITV as a CVSA
examiner in 2002. |

Sgt. Robert M. Wall
(Ret.)
Bob served
28 years with the Saanich P.D. (Canada), the last
eight-years in the Major Crimes Unit. Bob also served
three years with the National Criminal Intelligence
Service and has vast experience in the field of
Interviewing and Interrogation. Bob’s specialty is
teaching the NITV's Analytical Interview System course.
Bob was certified by the NITV as a CVSA examiner in
2004. |

Det./Sgt. Osvaldo
Ramos
Detective
“Ozzy” Ramos has served with the Miami Beach Police
Department for the past ten years, six in the Criminal
Investigations Division where he has been instrumental
in solving hundreds of high-profile cases. He is
currently assigned to the Homicide Division where he was
directly responsible for establishing the first Cold
Case squad. Over his 15 years in the law enforcement
profession, Ozzy has gained in-depth experience in
numerous disciplines to include: truth verification,
corrections strategies, interviews / interrogations
techniques, and homicide investigations including crime
scene management. Detective Ramos is bilingual and
specializes in Spanish language instruction for the
NITV’s Latin American Training Division.

Det./Lieutenant
Kenneth Merchant
Ken has
served over twenty-four years with the Erie Police
Department, in Pennsylvania, and is currently the CVSA
Unit Supervisor for his department. He has an extensive
background in criminal investigations, to include
homicide investigations, child abuse/child sexual abuse
cases, and other major crimes. Ken has been a CVSA
Examiner since 1999 and has conducted over 1,000 CVSA
examinations, to include criminal cases, background
investigations and internal affairs cases. Ken often
serves as a CVSA Expert for neighboring jurisdictions in
Pennsylvania as well as various State and Federal
Agencies. Ken is one of the many CVSA Examiners who
solved a major case with the CVSA immediately following
his training. After completing his training in 1999,
Ken’s second CVSA examination involved a major homicide,
which he was able to quickly solve through the use of
the CVSA.
